IPiccy is a great tool to edit photos when blogging. It has most of the features you need, resizing, adding text, framing or adding special effects. You can do all this without even creating an account. I like the fact it will hold the photo I just edited and I can go back in an make adjustments. There is even the ability to share your edited photo on other sites such as Flickr.
