You have to network. Have you tried picking neighborhoods where you would like to list properties and walking those neighborhoods with flyers? Look at the areas where properties sell and target those areas.

Concentrate on getting the listings and the buyers will find you.
Simple - call the sphere of influence and ask for the referrals.

Pick and area and farm, farm, farm. Let them know you are their local go to person and don't be discouraged. The key is consistency
Host open house often. If you don't have listings, ask colleagues if you can host open house at their listings.
Preview any other listings in the area so you can speak with a good base of knowledge when open house visitors ask about properties in the area.
Make property flyers with your information on them. You can also print school information, etc.
Consider bringing bottled water for visitors and maybe something for them to snack on if okay with the owner.
Farming a particular area consistently might help.
Tell all your friends and relatives that you are an agent then tell them again and again and again. Tell everyone you see. Call on people in apartments. I go to laundromats, church groups, PTA...I think you get the idea.
