Some ways do not cost anything. Starting a mastermind group or networking group or even a craft group will generate leads. People want to deal with people they know, like, and trust. And, when you are referred by a mutual friend, the trust factor is already started. A lot of people would like to be a part of a group but don't want to be the one that initiates it. Be the one to take the lead.

On of our friends used to take her best referrers to lunch once a month, at a wonderful restaurant. When lunch was over, she would have 3-5 potential listings, and 2 buyers.
We did the same this past December, and we have 3 people sign up for our services which were referred by their managing broker...not bad for buying lunch, and we have several leads. I would not advise you to buy into lead generation sites. A
