At that age I'd expect it to be replaced, but depends on the condition also. Get the 2nd opinion from someone you picked no matter what the seller or association says, otherwise I'd walk away from that deal.

probably replace, but not always. many times 15 year shingles will last 25 years, etc. If they look brittle and are curling, i would replace them. I would think owner can decide without advice from the association, but i don't know what it says in the hoa docs?

Jack Lewitz In this case it probably the responsibility of the HOA. Check the HOA docs it there is a scheduled roof replacement. A second opinion with give the buyer a warm and fuzzy. Depending on the type of roof, 28 years is probably near the life span of the roof.

hoa's have some special rules and considerations. it also depends what is on there now, and what is to go on it. how many units in the hoa? lots of issues. also need to know the quality of the structure of the roof

Has it been maintained well?  Does it need replacing?  The Home Inspector would be making these calls.  Age takes it's toll on us all.

Sounds like the association is under funded or ill prepared to pay for new roofing. If its an asphalt or shingle roof its life span is over!

My guess would be the Association doen't want anyone going on the roof to see how bad it is!  :-)    In the end, the Association is being foolish.  The roof is their responsibility and, eventually, needs to be replaced.   Repair, repair, repair... then replace?  Penny wise, dollar foolish.  What may happen,  knowing the roof issues, the assessments will go up AFTER your buyer purchases.  They (the buyers) may want to consider that in their calculations of potential monthly costs and make an adjustment to their offer?

Does the Association has the authority to keep a professional roofer off the roof.  That is a big item I would want a professionals opinion.

A qualified roofer would be the one to determine whether the roof is still servicable or needs to be replaced.  There are different quality shingles and some are rated for 40 years.  If the roof is part of the HOA fee for replacement then it will be the HOA that determines when it is replaced.

The roof, in this situation, is most likely the responsibility of the association.

The owner can not compel the association to replace the roof. Identify on the association maintenance schedule when the roof is scheduled for replacement.

If special assessment is needed, that would be IMPORTANT to find out.

High grade shingle roofs can last 30 years, tile roofs 40 years and metal roofs over 60 years.
