Any and EVERY loud talker equiped with a cell phone will prove to be rude in their use of it.
I control the context by:
- placing my cell phone on the table top and making sure they see me place it in sleep mode
- Stating our purpose
- Asking can we talk?
- Suggesting they mute the phone or find a more benefical time.
Failing to do so suggests your time is less valuable than everyone else's in the subjects sphere. In some cases, agents value is EXACTLY what they allow others to dictate.

Oh, let me count the ways...
some uses the phone next to you at a restaurant, or my personal favorite, is when I'm on a treadmill - the person next to me gets on the phone.
I have been to dinners where eveyone at the table is on the phone emailing or texting. We have replaced social interaction with our phone interactions. It's very sad.

I am especially annoyed when I am in person at a store or restaurant and the employee answers a phone and carries on a conversation. Not just a "would you please hold", but they proceed to provide information while I stand there like I am not important. If I had someone across the table who couldn't break away from the phone I would ask when a better time might be to actually discuss the topic at hand. Unless you have an ill family member phone belong on silent for the duration of a meeting.

I find 99% of it rude. If you have a small sick child at home and the phone rings, excuse yourself and go outside to take the call. Everything else..........the phone stays in the car.
