In my opinion, ethics training is useful for sociopaths to understand what ethical behavior looks like.

Not really.... if someone is going to be ethical, they will. If they aren't I'm not sure mandatory training will really change them. They used to require this every four years... now it's going to be every two years I believe and for me that's a bit of overkill.

No, not one bit. Sitting in a 3, 4, 8, 16 hour class does nothing. If someone is unethical or "in the middle of the road" (or as us D&D nerds say "chaotic neutral), no class will make any difference. They have to WANT to be lawful good and abide by the regulations.
All a class does is give them ideas on what law to break next... and out here you get a pass on the first time fine if you attend the refresher course (just like traffic school).

I don't think it will make an unethical person ethical but if that unethical person is told what is considered to be unethical by NAR he/she can never say they were never told. At least they know there are specific standards they must adhere to if they want to stay out of trouble and that NAR takes the standards seriously. They are reminded of these standards every couple years.
