If you lived in the State of West Virginia the past 70 years, one would realize this state would remain in the poverty belt of the Appalachian Mountains. Lacking any population to assert clout ONLY the tenure of Sen Byrd allowed so many Fed Gov agencies to locate there. The Dept of Public Dept and more recently the FBI data center all all the newly appended Homeland Security apparatus.
Term limits will make those state with a small voice absolutely invisible, irrelevant and giving their taxes to the thug states.
