At best a slight change and sometimes short term rates are affected more. The Fed rates are just one piece of this but not the whole piece.

Rates will bump up, but not slow down the market. We are used to abnormally low rates and even with a bump they will remmain low!

My guess is 2. Stay put.

 

Reasoning: It's right before Christmas and they wouldn't want to do anything to risk a drop in consumer spending for the biggest spending season.  Additionally, since the election season is starting, I'm not sure they really want to look like they're playing politics.

I think the timing would be bad to raise it right now. Come January is a better time to take action on this and I believe it would be a HIKE.
