The REOs in Florida are typically in terrible shape (excepting FHLMC, strangely enough). They appraise them at Market Value, subtract whatever the repairs will cost (per the appraiser), then use that number as a List Price.
The Banks are still trickling them out... probably so that they don't flood the market, and knock prices down.
