There are many reasons such a request would be made.
One reason could be to make others who would be attending not feel like dirt.
So the request made is a request to honor/respect the person. A card is not a present. In such cases I will apply my alleged writing skills and create a message of meaning for the guest of honor. I do understand, this is a greater investment than grabbing a bottle out of the store cooler.
If you do not ask questions, you don't know the harm that could be caused.
