Yes, (per USA Today) they project it'll cost them 2 billion per year in losses, but it was a requirement of their 3 cent hike 3 years ago between them and Congress and the Postal Regulatory Commission . Congress also halted their cancellation of Saturday delivery.

I found this out a few weeks ago when I was at the post office. I couldn't believe it either. They have still made money because of all the forever stamps people have bought in bulk at .49.
