I typically request written application, current photo id (i.e. drivers license or passport) and last two paystubs. Then the applicant pays the $35.00 credit and background report fee through TransUnion Smartmove. The 12 months of bank statements seems excessive.

I just rented out a place and I'm renting another one out now. I ask for the CAR application, a full credit report run by the applicant (not just the score but the history), verification of employment and city/county/state of residence for the last 5 years (for background check purposes). If they have a current landlord I ask for contact info to interview them.
I don't worry about letters because I've met with the applicant before they get the application.
Of course, I do have one caveat here. I only manage my own properties. I don't handle other people's stuff (so far).

Rental applications can be as time consuming as a contract. Credit worthy, really they do require quite a lot of info and great credit. Our office offers property management. Sometimes it's the homeowner.. Your situation sounds normal.
