Jan Green - CANVA does a good job of creating such designs. Not to mention you can also do it only using Ribbet, iPiccy and offline using free photoshop look-alike GIMP.

I have Adobe Photoshop and have used it for years Jan. It is expensive and you can find a less expensive alternative.

Ipiccy.com is my favorite. It's easy to crop, resize, and add + size the text... Only thing is there's not a huge selection of fonts available, but enough + ease of use brings me back. I also like GIMP (re: Ryan Huggins) but there's a bit of a learning curve.

I'm a fan of GIMP, it's a full blown photoshop equivalent that is 100% free. May be overkill for most people though.

I use Snagit which is also by TechSmith. I think that you have to eliminate the border color of the text box. That's how I change mine.
Techsmith has great tutorial videos that will help too.
You might also just try something like Ribbet too.
