in my juristiction, the limit of an unlicensed practitioner is that they cannot interact with the public.  With other members yes, with the information yes, with service providers, but never with public.

you can't be a realtor if you are not licensed.  And in Georgia unlicensed staff is prohibited from talking with clients about real estate.  They may set up appointments with sellers, but that's about it.

What is your definition of scrubbing leads?  Most allowed duties of an unlicensed agent are spelled out pretty specifically.

I think each state has its own rules on what an unlicensed person can or can't do or can or can't say. But I'd be very careful with unlicensed personnel and really know the rules upfront.

Check state laws.  In Pennsylvania unlicensed assistants cannot interact with public. Period.  End of discussion.  They cannot even be an assistant at public open house nor can they engage in telemarketing.

Check with your state laws (key thing and best disclosure).  They can't discuss prices and comps, but they can certainly call and make sure the peope are interested in moving and set that appointment for you.

Easy, can not promote or discuss properties with the lead. They can gather a name and address they ar einquiring on a call, but then cant discuss the property, they can set an appointment for an agent.
