Yes in a number of newer and new home communities. Some buyers refuse to buy where they have to pay these fees, others are OK with them. These fees can range from a few hundred per year to several thousand $ depending on the community. Tax rate (property tax + MR) in general can be 1.2% - 1.35 % or so in Carlsbad. Have seen it as high as 1.8% in some communities

Yes, we have it in San Diego in select newer areas. It's a 20 or 25 year bond that taxes those living there for all the infrastructure brought in. Essentially it's how you pay for roads, schools, parks, sewers, etc in a neighborhood that was a cattle ranch a year ago. Adds quite a bit to the payment and it's best to buy when the home is close to the 20 or 25 year mark to avoid them. They do expire. Also, what Jeff Dowler said.

Wanda Kubat-Nerdin count your blessings.  I wrote an entire blog on this subject.  It hurts both buyers and sellers and cheats us as agents.  I mean it really cheats us.  We sell a home with a much higher mortgage but don't get paid for the value of the loan that goes to mello roos.

Most home buyers are aware of Mello-Roos in San Diego and try to purchase homes without it. In Florida, it dosn't exist, but we do occasionally have to deal with CDD fees (Community Development District)

We have Mello-Roos in my area, which is Orange County, CA.  Not surprisingly, Mello-Roos was brought to us by politicians.  It is an infrastructure bond.  On new construction, I've seen Mello-Roos bonds that go on for as long as 40 years, though there may be some longer than that.

Some buyers reject any property that has a Mello-Roos bond attached to it.  Others are open to it if it's not too high.  There are others who are fine with it because the community offers amenities that make the cost totally worthwhile to them.

My house has Mello-Roos that costs about a dollar a day, which is super low.  Some bonds are ten or even twenty times higher than that.

    In Florida we have CDDs (community development districts).  The Developer passes on the cost of the infrastructure to the home buyers.  They are taxes that can get stuck on a property for decades.  Here in Tallahassee, they are treated as an assessment, and either stapled onto your tax bill in November, or in the City Limits, they can actually put them on your monthly utility bill.

   You can read all about them in Florida Statutes Chapter 190

Any area of Orange County CA built after about 1982  These were "bonds" to build roads, schools, infill services... They are costly and are included in qualifying for a loan. Property taxes are around 1.25% here plus Mello Roos can be another 1- 2 percent a year depending on community.  The tax has an expiration date BUT some cities have continued or extended with cough cough excuses being challenged. The problem is - it's not transparent or one formula for an agent to know how much the tax is unless they look up the subject property's assessor bill available online
