My phone rings off the hook with these calls, seemingly same companies changing their numbers they call from. I was reporting all of them but as it is not doing any good, i just block the numbers on my phone. If i am alone n the car and bored, often i have some fun with the callers.

The laws still exist. However, they have become filled with exceptions.
Here is much of the problem as I observe it in the Tampa Bay Area.
Based on agent behavior on AR, some express great distress at being compelled to click a link, I can imagine them also unwilling to listen to the call to the end where pressing #1 or #2 will remove them from the call list.
Which, by the way, is the requirement of the law. I no longer get 'student loan' relief calls, debt consolidation calls, but those of the PETA persuasion are relentless in the guises they use.

It has not sunsetted, but it is only sparsely enforced. The FCC does not have the money to enforce it (per their own statement) against everyone. They can only pursue 20-30 cases per year, so they choose to pursue only the big fish like pharmaceutical sales, stock fraud, etc. The likelihood of the "Attention Business Owners" robo call that rang me at 930 this morning ever being prosecuted is nil. I submitted a complaint against ADT and was given the brush off by the FCC in response.
In addition, the law was written with many loopholes such as "prior business relationship" or "conducting a survey" which allowed people with half a brain to be able to get around the law. "When we talked last month" is a popular start to calls I get now. Real Estate coaches used to teach "I'm conducting a real estate survey" as the start of their scripts.

I just saw an ad for attorneys on tv that said they represent people who are getting unwanted calls from creditors and that it is a $1500 fine. So someone must be making money off of unwanted calls.

I'll never understand what kind of sales are generated by making ice-cold-calls. I also noticed spammers will text you from an email address, rather than a phone #, making it pretty hard to block the messages.
