Not always. Sometimes they have nothing to comment on in their blog. I read and comment on things of interest regardless of whether I receive any comments. I don't treat this process as a pure tit-for-tat.

Yes. I try to use this as a method for finding active members to follow. Many of the experienced users were kind enough to comment on my blogs and encourage me to keep at it, so I want to pay that back.

I certainly "try" to reciprocate with the emphasis on the word "try".   It doesn't always "happen" immediately but I certainly try to reciprocate.  For me time is not always my friend.   

Many of the commenter's on my blog, I follow and comment on naturally, reciprocally.

I do not comment on every single commenter's blog though, I wouldn't have the time as some of my blog's posts get over 100 comments.
