Wow, that will certainly impact lot sales. Here in Santa Barbara, even though a piece of land may be zoned by 8 additional homes, the Coastal Commission has the final word and may nix the 8 home zoning. They do show some lenience in a quid pro quo manner for conservancy efforts. A

While the idea of protecting buyers sounds good in spirit, it just really sounds as if your local board is just trying to protect your agents from future lawsuits. Perhaps some broker got in trouble or an E & O Carrier decided to raise their rates, so this disclosure protects them down the road.
I cannot help but think that it is going to impact sales. I would guess the long term solution is to have listing agents require sellers to obtain this status prior to listing.

Seems like a good idea.
However, I have a strong suspicion that there is a great deal more money associated than the suggestion it is an administrative issue.
Here we have an logical and innocent sounding issue that says come to city hall and close all those orphaned building permits. As we all know that means be prepared to be pilliaged and plundered by your city government who does not care that the company that opened that 1987 permit went out of business in 2010. The road way to success is paved with money.
