#1 is the general goal

#2 & #3 are two of many ways to reach that general goal.  There are many sub-activities to accomplishing 2 & 3.

#4 - #999 are additional ways to reach goal #1 and beyond.  

Why?  Everyone has their own WHYs.

I never set goals like this. I suppose they are good for some. And these days I'm not looking for a lot of first time buyers.... not enough property out there in their price ranges anymore. It would be an exercise in frustration.

Any of these could be appropriate for some but not as a stand alone goal. You have to look at the day to day goal and the long term career path goal. None of these fit my career path goal.

I would say #1 is a goal, #2 is a tactic (not even a strategy) and also isn't time bound...unless this is in the context of a year, #3 is a measure.  (using OGSM model).  I have no idea was CIS Score is - maybe a way to measure the measure?

I think number 2, if done properly, is the correct approach, as it actually suggests an action plan rather than arbitrary numbers goals. During the implementation process it might be appropriate to set numerical achievement goals based on budget and time schedule.

Appropriate for whom?  None would be appropriate of the goals do not fit the personality or the business model of the person.  For example, if one is a listing agent ... creating a first time buyer marketing campaign may not be appropriate.  If increasing appointments by 5 per months is done by cold calling and door knocking, that may not be an appropriate goal ... however most real estate coaches and trainers will insist that it is.

Goals are fine things to have but simply setting a goal without having strong understanding of how achieving it will happen is not as likely to be achieved.
