You need a definitive answer from your inspector or a specialist who can determine if there is a leak or not.
If there is a leak, it should be repaired prior to moving in. Water damage can be quite extensive and this is not something I would ever recommend delaying a repair.

This makes absolutely no sense to me! Is there evidence of a leak? Where is leak coming from? Most likely from bathtroom, roof or windows. If roof or windows, sounds like further inspection needed and/or give clear opinion for seller to fix. If bathroom water should have been tested. Why on earth would buyer not know until they moved in? Is the water turned off? If so, home inspection can't be done in full...in which case seller needs to get water turned on and pay for 2nd inspection.
Or is the inspector inexperienced or unlicensed?
Were you there? Did you see issue? Did you question inspector?
This just doesn't seem logical to me.

"There seemed to be a leak...." is a little non-committal. Does it mean the inspector didn't have access and/or the tools to make a definitive determination? If so, I'd recommend further inspection by a plumber.
You have to know what's going on so you know how to respond.

Turn water off at at facets and take a look at the water meter. If the little hand is spinning. there is a leak. Then off at water heater, check, then off at main shutoff and check again. It is not rocket science.
