WHAT? "There seems?"Is there or isn't there? Why will the buyer not know till they moved in? Isn't the water on? Turn it on and run it then stop and see if anything's leaking.

You should get the inspection report and send it to the listing agent and ask about the leak.  Was this disclosed to potential buyers from current seller?

I'd suggest further evaluation by a plumber to determine if there is an active leak and the suggested remedy, then request repairs by the seller.

There "seemed" to be a leak doesn't sound like the inspector knows what he/she is doing. Leaving the water running during the inspection should help define whether there actually is a leak or not.

That is something an inspector would not say nor would the client say what you show. First, it either works or doesn't. Second if repairs are needed they are neogitated and done before closing. Are you telling me you don't know this?

You need a definitive answer from your inspector or a specialist who can determine if there is a leak or not.

If there is a leak, it should be repaired prior to moving in. Water damage can be quite extensive and this is not something I would ever recommend delaying a repair.

This makes absolutely no sense to me!  Is there evidence of a leak?  Where is leak coming from?  Most likely from bathtroom, roof or windows.  If roof or windows, sounds like further inspection needed and/or give clear opinion for seller to fix.  If bathroom water should have been tested.  Why on earth would buyer not know until they moved in?  Is the water turned off?  If so, home inspection can't be done in full...in which case seller needs to get water turned on and pay for 2nd inspection.

Or is the inspector inexperienced or unlicensed?

Were you there?  Did you see issue?  Did you question inspector?

This just doesn't seem logical to me.

"There seemed to be a leak...." is a little non-committal.  Does it mean the inspector didn't have access and/or the tools to make a definitive determination?  If so, I'd recommend further inspection by a plumber.

You have to know what's going on so you know how to respond.

1st off, hire an inspector that has a water meter for drywall dampness. It could be a leak that happened in 1955 or something. 

2nd, be sure to keep the inspectors card & put a big red 'X' thru it for future reference.

Turn water off at at facets and take a look at the water meter. If the little hand is spinning. there is a leak. Then off at water heater, check, then off at main shutoff and check again. It is not rocket science.

Seems to be a leak? Really? I'm sure the inspection report would read something like this.... '...further investigation and inspection is needed by a qualified _____ is required to determine a possible leak at _____, blah, blah.....

So, you need another whatever inspector..... likely plumbing to investigate or inspect further.

If the leak is still wet, then it's still there.  Otherwise, run the bathroom fixtures and look again.
