I'm a pretty forgiving guy when it comes to kids as long as it appears to be a genuine accident. I would clean it off myself but talk to the parents about training their child to respect other's property. There's probably an on-going issue if the child has no idea that it's wrong to color on a wall.

I would simply and gently take the crayon from her and and smile and say - let's go look at .....whatever - just to distract her!!!!! And then I'd make sure the purse was high and out of reach. You can easily have the wall painted. I have done somethig similiar before but ususally it's a kid running wild around a pool - which could be a whole lot worse if they fell in.
And sure the parents should be more mindful but we all know this stuff happens all the time and we have to roll with the punches. Did they buy the house?

Get an estimate to repaint the wall. You can't remove crayon with soap and water and expect there be no mark. My guess is $500 in cash. Drive the husband to two ATM machines (some have $300 limit) and get the money. Mom keeps those children in their car following while you have Dad in your car.
These parents are nuts, raising children to wear orange jump suits not paint like Picasso.
