In AZ, and most states I suppose, you don't "have to" be affiliated with a principal broker. You could be your own independent principal broker as in you and yourself. Or you as the broker of a small brokerage.
That being said, weigh why you would be your own independent broker, or have a broker that you hire at a brokerage. Often it's a question of economics and the sharing of liability - and if you are new in a business, it's also nice (and likely preferable) to obtain counsel (trust me, you'll need it) from an experienced pro, like a good broker who's been there, done that many times over.
Thus the importance of selecting a great broker, and not a lousy one that may not been there and done that.

These newbies are able to do great harm in their state of inexperience.
So, states have imposed this requirement to protect the public from great harm.
