Lots of great advice here. Most of the people I follow, I met through the Q&A section. Others I've stumbled across their posts and enjoyed them.
One word of warning, while it might seem polite to follow back someone who follows you, you could end up with what I had, 700 people I followed. I spent SEVERAL hours a few months back clearing up that mess and getting it down to those I really wanted to follow.

For me I started with those that were most active. I soon learned that when commenting they would comment back. read my blog and there was quite a few with the most help full comment to get me blogging, improve my blogs and teach me more about what this family was all about. I know have my favorites i start every morning with reading and commenting on. Another tip is typically those most active here in Q and A are the ones whose blogs i want to read every day

Another option in addition to all the other good suggestions you have is to explore the most followed blogger list. Take the list with a grain of salt, take a look at the last posted date with each person and you'll find many have moved on to other blogging pastures, so not much point in following them. Find those that produce useful information, entertain you, etc.

my method was to not only read posts, but the comment thread and when someone posted a witty or thoughtful reply I liked I'd think... what else have they said and go "follow" them. reading their posts and comment threads have lead to dozens of true friendships and hundreds of people I read.
