I'd ask your Broker or attorney.

An unlicensed assistant would only be doing admin for me, I'd never have them interact with my tenants other than through approved emails.

Sadly, it depends on the laws of your state.  Without knowing that, we can't advise.  I'd suggest getting a property management textbook from a licensing school in your state.  That should have all the laws for your state at the time of writing/publishing.

You need to check with your own state laws. In my state property managers aren't licensed. If your state licenses property managers you need to check with your state commission on what is considered practicing real estate and what is not. -Kasey

Your state licensing body will have an extensive list of duties requiring a real estate license by law. If you're a broker, look them up or talk to an attorney, if not, talk to your broker.

Property management is no different than sales in terms of what duties require licensure. That's where you'll find out what your assistant may/may not do.

Your state dictates what is lawful. That is the only opinion that matters.

The following is not legal advise but simply the rambling of a mind fatigued. My suggestion is anything requiring a direct meet/conversation, delivering or picking up anything of value, and most definitely using a key to open a door should not be done via an assistant. Your liability is simply too great.

The assistant CAN mow the grass if the assistant promises to talk to no one. 

Your broker will be able to advise what your state allows a property management company to do as well as restrictions of unlicensed staff. IF it's important and has consequences for the onwer...your assistant should not do it.
