There are many forms that no /low $ cost including networking(face-to-face), open house events(an opportunity to meet neighbors as well as potential buyers / sellers. If you/one has more $ to spend direct mail(post cards) is/can be effective.  Try and find out what works best---there are more to choose on/off-line. Share your success stories if you like/want. Brainstorming can be good too.
