When there is even a hint of snow or ice everything shuts down. Family rush to the store and buy all the milk, bread, and water available. Outdoor pets are brought inside. Space heaters and generators are suddenly the most important appliance you can have. If we have 6 inches (which is very rare) absolute chaos descends.

2 inches might warrant a 2 hour delay of start time for the schools but the schools only have so many days they can take off before they have to start adding days on to the back end; so they prefer a delay over a cancellation, so long as the roads are safe.
