In traditional residential tract homes in Southern California (Ventura and Los Angeles Counties), I have never seen this come up or be an issue. I've been around the business 30 years and worked with people who sold over 100 homes a week for several years in a row. Therefore, like the sun going Supernova or an advanced alien race invading us and using us as livestock, water rights are not something I concern myself with.
