In traditional residential tract homes in Southern California (Ventura and Los Angeles Counties), I have never seen this come up or be an issue.  I've been around the business 30 years and worked with people who sold over 100 homes a week for several years in a row.  Therefore, like the sun going Supernova or an advanced alien race invading us and using us as livestock, water rights are not something I concern myself with.

Here in NH we do not have a problem with fresh water. We have ample rain, ample clean water and enough for farmers and residents to not have to fight over it

This is an important issue in rural areas that rely on ground water for their wells... and in agricultural areas where irrigation rights are critical for growing crops.

Wells can go dry - go look up Atascadero Ca and the wine business / drought where they have needed to truck water.

Riparian rights or rights to river/ stream are becoming rare in real estate transactions and only in rural places.

Individuals "OWN" the water kind of counter to the idea of freedom

There are states it is illegal to farm rain water from your roof or in buckets

This only applies to certain states that have water rights laws which i believe are mostly in the south west part of the country. The issues we have with water is keeping it out of homes.
