I think that the govt has far to many police powers in this regard.

Too numerous to share here! If you ever work with developers, you will learn a lot more about all 3 topics!

I can't think of any problems kennith Frazier but some times zoning changes can be tricky even if the change makes perfect sense.

Access to road, water, utilities are all expensive and require everyone to sign and have recorded easements. Can't start grading without city county state okay.

I suppose the answer depends on if you are asking the Government that creates the rules, laws and ordinances or if you are asking what sorts of problems are faced by landowners developers etc.
The problems faced on either side will also vary greatly with the multitude of jurisdictions that have made differing rules.

Many, many problems that have lead to permits to build taking over 10 years to get which is a primary cause of our "affordable housing crisis" in California. Don't even get started on the coastal commission or searching for endangered birds or frogs.

As a real estate agent, if you are ever required to find solutions in either of these sectors, it will be nothing but problems.
In my area, much of the action that needs to be taken can only be done my the homeowner due to privacy and security reasons.
As a developer, that experience is bought and paid for by the developer.
This past week a house was sold that had been re-mediated for sink hole activity. Owner did not keep the engineering report. The problems mounted the further into the rabbit hole I went.

No problems if you comply with the requirements.
You should attend some of your local planning commission meetings to become familiar with the process and the requirements in your community.

I encourage you to attend a zoning committee meeting. Our city just annexed a large area to the south of the current city limits. Most of those residents were not happy. Why? Because they wanted to love outside of the city limits which is why they bought outside city limits in the first place.

This is a vast area and only the experienced can enter and speak it fluently. You have to know in this subject not just about it....I know a man that gets $20k a month for consultations for large projects plus a percentage of the approved project which can take 6 months to 2 years (or more) dependingon the size, location and the agencies that have to approve...Finding a professional reliable person is even hard

Owning land may or may not mean that you control it. It depends on your definition of "control".
Government is in control of zoning and planning. We all know that there could not possibly be a problem with that.
