If its recorded on the deed then it gets transferred to the new owner. If it is implied, not recorded on the deed, then it gets tricky. An implied easement shouldn't transfer to the new owner but if there is a legal document supporting it then there may be a rightful claim. Whatever the case the person who received the easement can not sell or transfer it to someone else. Can't get around the easement? Buy the neighbors property. : /

That depends darling. It would normally run with the property but that doesn't mean it has to. It depends on how the easement is recorded. It may be just for the life or ownership of the current owner.
