Most folks purchased their home expecting it to be a residential community.
When the house next door turns into 'Spring Break Central' the quality of life of all in the community deteriorates. In Fl, this is a REAL issue.
Most communities have an HOA that imposes those restrictions. Many care not to live under the HOA nazi regime and choose communities not deed restricted. Then came Air BNB.
Let's be clear, the gvt involvement is about the money, not quality of life. The drive for money is inspired by the voice of those running existing rental lodging who believe correctly they are at an economic disadvantage, much like online e-commerce stores that do not collect sales tax.
It's ALWAYS about the MONEY.

There is a difference. Long term or residential uses no. But i see both sides on short term rentals. Yes they need to have some regulation for safety as NH is large n tourism as well. They are also taxed with rooms and meals taxes as any hotel would be. Now local towns and cites are accepting or banning this with zoning laws. Mainly to protect neighbors.

More and more restrictions are being placed on AirBnb type rentals. It is due to hoa, and zoning regulations usually. In some cases, too many people occupy a house, parties get out of hand, cars are parking on lawns and in streets, and blocking neighbors driveways, etc. It's more enforcing existing zoning and hoa regs, which some owners claim is government trying to tell them what they can do with their property. There are also health dept regs around here since many homes are on well and septic, and those wells and septic sytems have limits on daily use.

Short term rentals are an issue here in Bellingham - someone B&Bing rooms in a home in a residential neighborhood for $300+ or whatever per night turns into a commercial use or big business and not what most home owners want to live next to. And the city doesn't allow such uses without going through the public process of getting a variance.

In my area, short term rentals are not a problem. The government is only concerned with getting their fair share of the hotel tax revenue, which is understandable. What I strongly dislike are the hotel companies that are getting laws passed to outlaw these establishments in major tourist towns.
Now, being in California, we do have several problems with the government wanting to tell us how much we can charge for regular rentals and in Los Angeles City they've gone a step further and removed the landlord's right to not accept Section 8 rent (which adds considerable delays and unwanted government oversight and red tape to the rental process).

Renting property, in the traditional sense, is one thing. Vacation rentals and short term (AirBnB or Bed and Breakfast) rentals are something else.

Hotels and motels pay additional bed taxes which covers the additional wear and tear on roads, parks, sewers, and all the local freebees we who own a property pay for... I have stayed in Air B and B but I understand why neighbors complain that the neighbor who temporarily rents daily has big parties, piles mor of commercial trash than a normal resident and creates disruption

It's happening whether anyone likes it or not.
In metro ATL, several cities/counties within have started to look at and regulate the AirBnB industry and seek revenue in the form of hotel taxes. Some have banned AirBnBs outright.
I have an investor client that has an AirBnB property and plans to accumulate more. He operates above board and pays what he is required to in associated taxes. Others not so much and it will catch up to them eventually.

First, the gov't doesn't tell you to WHOM, they just want to ensure you appropach the subject even-handedly. Second, as to the tenor of the rentals, it's usually the home associations i.e. your neighbors that make those rules.

Well thanks for all the answers... interesting to see there are people on both sides of the issue.
Most of those against short term rentals state they want a peaceful neighborhood, but what's to prevent long term tenants from being a nuisance? Do we want the government to regulate that too?
What if the house is in the country and neighbors are far away?
It's a tough one for sure.
