They will not qualify for an VA Loan since they would not be able to produce a DD214, or Certificate of Eligibility. It is likely there is a clandestine Federal Government Program that none of us know about that will just give them a home, otherwise they have to earn it like all us other worker bees. Does he have his DD214? My guess is no - he can't get a VA without it. There are many foreign national programs. Is he working here now? Is the money in a US bank? He can provide translation of the funds if he can get them out. Current OFAC restrictions with Us treasury here:

Let's start with how high is the pile of USA currency this person has to complete such a purchase? If the answer is ZERO, clearly there are bigger issues.
The reality is it is easier for foreign nationals to secure a mortgage than USA citizens. The preamble of many words suggest transgression is to occur. In this case, programs for Active service members and veterans should NOT be misappropriated.
Go the traditional route of foreigners buying USA real estate.

As a Veteran and Mortgage Banker, he cannot go VA. However, if you are lookling to do a 100% Finance, see if USDA Mortgage will work in your area. Both green card and visa holders can qualify for a mortgage in the U.S. ... Requirements for non-U.S. citizens to qualify for a loan vary among lenders. However, all lenders require you to prove your residency status.
