The best way is really dependent on the structure of the agents business.
For example, the agent may be the member of a team creating a delegation environment where skill-sets can be used in a very targeted fashion. This structure allows agent teams to fish way upstream cultivation vague contacts. These groups are HAPPY to pay zDevil to misrepresent on their behalf.
A solo operator who has not the luxury of 'spending time cultivating' in a meaningful way will find message focus will yield a higher quality lead. The focus get best results when tied to the agents unique selling position. If the agent does not know about USP, they will be trolling with the 'Buying? Selling? Call me!" message.
A smart agent will do more research in their MLS beyond that required of a market analysis. Such data will inform the agent regarding who and why folks are making buying and selling decisions. Their demographics can be profiled identifying the platform to leverage. With this data the agents online marketing means getting in front of those questions and making ones message different than the real estate agent common currency of Success Theater, Vanity Metrics and Surrogate Endpoints. If one can understand that, the conduit to connect is wide open.
The method used is equally important. That choice will me made based on the agents abundance or time or money.
