Good question and many find the right answer after the fact. Both work but floor first then all else. The other way? when you pull the toilet, you will see no new floor especially if you replace toilet with another brand. Also you will learn when you lay the floor first, the toile might need a new flange to help it rise above or meet the new floor. Always use a pro
