Short Sales in the Casselberry Market. Based on the data from the Orlando Regional Realtor Association, it looks like there is continued demand for short sales in Casselberry.  However market forces continure to favor the cheapest pricing creating greater demand for bank owned properties. The winter months have not been kind to home sales. After plunging 17 percent in December, Existing Home Sales fell by an additional 7 percent in January, according to the National Association of Realtors®. An "existing home" is a home resold by a previous owner (i.e. not new construction).   More positive signals from housing -- home values are still on the rise. According to the Federal Housing Finance Agency, after posting its first quarterly increase since 2007 this past September, the Home Price Index rose by another 0.6 percent in October. Mortgage markets worsened last week on a mixed bag of economic data.  Inflation data came in soft, but so did the start of the holiday shopping season. For the first time in a month, mortgage rates worsened last week, adding roughly 0.125 percent on conforming fixed-rate products, and a little bit more on ARMs. Despite rates worsening, there was still some good news for home buyers and would-be refinancers. Mortgage rate volatility was markedly lower than in recent weeks.  You could shop for mortgage rate last week and actually take your time about it. The City of Casselberry Florida has a new rental regulation and tax on their horizon.  The City of Casselberry is planning on increasing revenue by a "very conservative ... $22,000" by tacking on yet another layer of fees and regulations onto the back of rental property owners most of whom are already strapped financially. Proposed resolution 09-2088 would force owners of rental properties   including single-family homes, condos, mobile homes, and apartment buildings to pay an additional tax each and every year for every unit they own in the city limits of Casselberry.  Additionally the property owner would be required to provide their contact information to city hall so that code enforcement could more easily get a hold of them in case of a violation.
