The Homeowner Assistance Program (HAP) for the military has just received the Department of Defense directive that will affect military PCS sellers who are upside down on their mortgages.  I have published a series of updates on HAP, and this just-released update is summarized from the HAP website due to the urgent need for Eglin Air Force Base and Hurlburt Field airmen who have received orders: Although DoD guidance has been established, we are unable to begin processing applications until we comply with rule making procedures established by the Administrative Services Act.     Since writing Eglin AFB and Hurlburt Field: Homeowner Assistance Program (HAP) for Short Sales, more information has come to light.  Or lack of thereof!  I have received numerous calls and emails looking for clarification on how the program will be implemented, and how it will affect PCS sellers (military relocation term meaning "permanent change of station").  Currently, the issue is there is no directive from the Department of Defense as to how to process HAP applications, nor many program specifics.  My area, from Navarre to Destin, Florida and up through Niceville and Crestview has approximately 3000 airmen relocating to other bases around the country and the world.  Many of those airmen purchased homes during 2004-2006, and do not have enough equity to sell their houses when t...

  The Air Force Assistance Fund, , which last year raised $6.7 million is a a fund that benefits active duty, reserve, guard, retirees, surviving spouses and families, kicks off March 30 and will run through May 11. As a 20 year Veteran myself, I know the benefits the existence of this fund has provided to some of my friends and co-workers through the years.  You never know when that emergency will arise that you couldn't plan for.  A death or family emergency in the family, and you don't have the funds for that exorbitant airfare to get you home tomorrow.  I definitely support it and hope you will too. State Sen. Don Gaetz thinks there may be reason to worry about Florida's military bases, and says military spending could be reduced, leading to more base realignments and closures, even if the process is never called "BRAC." Due to the draw-down of the 33rd Fighter Wing at the Eglin AFB complex, approximately 2000 airmen are being relocated from the Emerald Coast of Florida to other air force bases around the country and world.  In addition, about 1000 personnel from Hurlburt Field are moving to Cannon AFB in Clovis, New Mexico.  Unfortunately, airmen in the Fort Walton Beach, Crestview, Navarre, Niceville and Destin areas of Florida are facing the same predicament as most Americans.  Many have mortgage balances that are more than the market value of their homes.  Typically, when faced with a forced military move, and such choices as to lease out their homes with insufficent rent to cover the mortgage, or foreclosure, the preferred strategy was to conduct a short sale. I think that President Obama made a wise decision to leave it up to the families.  Personally, as a 20 year USAF Veteran, I think it is a very somber and private moment in time forloved ones.  I used to be stationed at Dover AFB, Delaware.  It is the port of entry for remains returning from the European theater.  And having been a member of the Services Squadron and the Aerial Port Squadron, I understand what the media fails to, and that is the delicacy of the situation.  The people that take part treat every moment with the reverence and honor these men and women deserve.  And having been there, it's hard not to perform your duties without having tears in your eyes. I am privileged to represent Major Jason M. Trew, a pilot with the United States Air Force, as a real estate client.  Major Trew is stationed at Eglin Air Force Base.  I have Major Trew's home listed for sale in Freeport Florida because he is being required to relocate by the Air Force to a new base.  Like many others in the military, his property value has declined to an amount lower than his mortgage balance.    Since last July, when it was announcement that the Post-9/11 GI Bill would be a reality, veterans have been asking a million questions. If you or a family member have been or is currently serving in a combat zone here is some very useful information.   Working with the Department of Defense, the Internal Revenue Service identifies taxpayers who are serving in a combat zone so that we may suspend compliance actions, such as audits or enforced collections, until 180 days after the taxpayer has left the zone. Taxpayers qualifying for such combat zone relief may also notify the IRS directly of their status through a special e-mail address: combatzone@irs.gov. They should provide name, stateside address, date of birth and date of deployment to the combat zone. They should not include any social security numbers in an e-mail. Bulletin: Good news for the Emerald Coast of Florida. The Air Force has just announced the F-35 Joint Strike Fighter program will be brought to Eglin Air Force Base. Eglin AFB is the largest contributor to the economy in Northwest Florida, and the biggest military institution in the Department of Defense.  The decision to bring in 59 new aircraft by 2015 will add 10,000 military members and families will be a boost to the community.  The surrounding towns impacted by this new growth include Fort Walton Beach, Niceville, Crestview, Navarre, Destin, Santa Rosa Beach and vicinity. Breaking  News!! MajGen David Eidsaune USAF AAC AAV/CC just announced that the Air Force has signed the Initial Record of Decision to bring the F-35 Joint Strike Fighter to EAFB!  This announcement allows the delivery of 59 aircraft between March 2010 and 2015. This decision will also allow for the construction of facilities for the JSF Initial Joint Training Site, which includes instructor pilots, operations and maintenance support personnel and provides an initial capability for one squadron each of F-35s for the Air Force, Navy and Marine Corps.   The community will still see an increase of approximately 10,000 military and dependent personnel with the 7th Special Forces Group and the F-35 Training Center.  Military construction is expected to bring $700 million to the local area.   ...

Eglin AFB is the largest AFB in the United States.  They have over 288,000 acres that they use for bombing range, Special Opps and Ranger training.  With the BRAC realignment Eglin is getting a new division from Fort Bragg.  They have just cleared off a few hundred acres to start building the new base. We are planning to have near 12,000 new troops by 2010.  They are also getting the new F-35. Crestview is the closest town to the new base and there is very affordable housing and plenty off it.  My office has a new subdivision going in called Freedom Walk designed just for our Military.  Homes are being built  with GREEN Construction and will priced in the $180,000 range.  Semper Paratus- always ready for your referrals.

Air Force officials are hosting a housing privatization industry forum at Hurlburt Field Soundside Club later this month.
