Maryland and BRAC on Target for 60,000 jobs Through the military base realignment, Maryland will see nearly 60,000 new jobs.  The majority of these will be around Aberdeen Proving Ground in Harford County and Fort Meade in Anne Arundel County. Relocation guide for Aberdeen Proving Ground - BRAC  Aberdeen Proving Ground is the Army's oldest active proving ground. It was established on October 20, 1917. During World War I the Army realised that they needed a placefor testing munitions and equipment that was not located close to a heavily populated area.
