  Looks like if you are in New York you get an added bonus as a first timer.  First-time home buyers in New York have an added incentive. Thanks to a new tax credit equal to 20 percent of their annual mortgage interest. The New York State Mortgage Credit Certificate, which they say lasts for the life of the loan, is projected to save some borrowers as much as $30,000 over the years. They say eligible buyers must meet income criteria, take out a fixed-rate loan, and occupy the home as their primary residence. Because of the incentive it can be used in conjunction with a federal tax credit of $8,000. Has anyone heard anything about H.R. 1728?   This is bill has been created to amend the Truth in Lending Act and is reform for consumer mortgage practices, provide accountability and to provide certain minimum standards for consumer mortgage loans.   It permits a consumer to assert a right to mortgage loan rescission as a defense to foreclosure.
