The mortgage market is bracing for rising rates, and higher down payments on the most popular loan program. The leading indicators say that the rates and payments for home loans will rise over the next 60 days. One of my favorite loan experts, Vinnie Apostolico, President of Family Lender in Fairfax VA is urging clients with loans in process to "lock" their rates now, while rates are low. Most folks are following Vinnie's advice, and locking.  Especially folks who have read Vinnie's recently published book, Borrow Smart, Retire Rich. Of course, there is a hand-ful of know-it-alls who have no experience with financial markets who cop the attitude of, "The rates are good.  If they rise, so what.  They'll fall back even lower and I'll lock then." The 700 page housing bill authored by Congress, and signed into law by President Bush last week contains a key clause that shall make Woodbridge homes LESS affordable for FHA buyers after September 30, 2008. First, FHA loans are the hot, hot, hot loan program this summer because Congress took decisive action in the spring to radically improve the good ol' FHA loan. The FHA loan has become the loan of choice for a huge chunk of of this year's buyers. A key provision that has attracted teeming hordes of buyers to FHA loans is the low 3% down payment, plus programs that allow third parties to give qualified buyers the 3% down payment and get that buyer into the house with no money down.   Back in March I made a listing presentation  to a homeowner in Northern Virginia.  I recommended the seller list the property at $390,000. .  Of course, my recommendation was based on the extensive analysis I always make to be certain the seller has the benefit of  my many years experience in the area  The seller opted to list the home with a competitor for $460,000.  There is no doubt in my mind the seller decided I wanted to price the home too low to make a quick sale.  It probably never occurred to the seller that the "high bidder" was overpricing the home to obtain the listing. My assistant, Patty, found an insightful article in the Manassas Journal-Messenger featuring solid numbers from local experts who track the foreclosure market. Here are some key segments of the article that jive with my experience:Go to a Yahoo search engine for nationwide foreclosure inventories and Woodbridge is listed with 2,382. Gainesville, according to this same site, has 253 homes in foreclosure; Bristow, 236; Manassas and Manassas Park, 1,624 and 297, respectively; Triangle, 83; Dumfries, 315; and Occoquan, just one. The accuracy of those figures is debatable; not only are they fluid, but some numbers don't bear out when compared to local findings. The Yahoo site, for instance, reports Dale City has just two homes in foreclosure, while county housing statistics place that commun...
