Yesterday, the U.S. House of Representatives passed the Rural Housing Preservation and Stabilization Act of 2010 (H.R. 5017).  Through this legislation, the guarantee fee in the USDA Guaranteed Rural Housing (GRH) Program may be raised to offset any need for Congressional appropriations.  Additionally, H.R. 5017 would authorize USDA Rural Development to guarantee up to $30 billion in loans in Fiscal Year 2010.  This would represent an additional $18 billion in loan making authority for the remainder of this fiscal year. Before these changes can be implemented, similar legislative action will need to occur in the U.S. Senate. The Worker, Homeownership, and Business Assistance Act of 2009 has extended the tax credit of up to $8,000 for qualified first-time home buyers purchasing a principal residence. The tax credit now applies to sales occurring on or after January 1, 2009 and on or before April 30, 2010. However, in cases where a binding sales contract is signed by April 30, 2010, a home purchase completed by June 30, 2010 will qualify. For sales occurring after November 6, 2009, the Act establishes income limits of $125,000 for single taxpayers and $225,000 for married couples filing joint returns. It's been about a year since the financial meltdown including:  Uncle Sam's takeover of Fannie and Freddie, the sale of Merril Lynch, and the downfall of Lehman Brothers.  Though signs of optimism in the housing market are looming. First-Time Homebuyer Tax Credit Frequently Asked Questions In 2008, Congress enacted a $7500 tax credit designed to be an incentive for first-time homebuyers to purchase a home. The credit was designed as a mechanism to decrease the over-supply of homes for sale. For 2009, Congress has increased the credit to $8000 and made several additional improvements. This revised $8000 tax credit applies to purchases on or after January 1, 2009 and before December 1, 2009. Tax Credits -- The Basics 1. What's this new homebuyer tax incentive for 2009? It is a true $8000 reduction on your next tax bill. (NOT from the seller) If you don’t owe that much you get a check back from the IRS for the remainder. This credit is only available for qualifying home purchasers between January 1, 2009 to December 1, 2009. $8000 applies only to 1st time home buyers meaning they have NOT owned real estate in the last 3 years. There is an income limit to the credit that phases out the credit for single taxpayers with adjusted gross incomes exceeding $75,000 (or $150,000 for married couples filing jointly). If you sell the home within three years you forfeit the credit or have to pay it back if you already claimed it.
