Florida House passes six industry bills that may effect Pensacola, Pace and Gulf Breeze. Five House bills are ready for Senate votes. Septic tank, insurance, tax and condo issues had votes this week. Read more. In the Senate, SB 820 is now ready for a full vote and, if approved, will go back to the House of Representatives for a final vote. The bills will then go to Gov. Rick Scott for his signature to become law. Once signed into law, counties with “first magnitude springs” will have the ability to opt-out of the program, while all other counties would have to opt-in to the program. Average rate on 30-year FRM down to 3.90% will help Pensacola and Gulf Breeze buyers and sellers Mortgage buyer Freddie Mac said Thursday that the rate on the 30-year home loan fell to 3.90 percent from 3.95 percent the previous week. That’s slightly above the 3.87 percent average rate hit two weeks ago, which was the lowest since long-term mortgages began in the 1950s.Rates declined again to almost - but not quite - record lows. Newest version of HARP may have legs or just another broken promise. Changes to extend HARP’s reach were announced in October, and lenders launched their revamped programs in recent months.
