From the top in our home.  I am laughing Jeff Pearl 's answer as we had a cat who occasionally when she got mad would enroll all the paper in every one of our 4 bathrooms.  Thank goodness she did it occasionally.  We felt she was entitled as she also used the toilet for her #1 needs, our only wish was that she would flush.  LOL A

In my home as a kid it was always the bottom. I still like that it seems more discrete visually like that. BUT when I started enjoying 5 star hotels I noticed it was always on the top. Now if everyone would leave it with that nice fold instead of hanging down a foot I would be ok with that.

This is not the chicken or the egg.  There is an exact answer.  The user prefers under but the designer made it for over.  The printing is designed to be seen not hidden so it's obvious it is supposed to be over the top of the roll.
