You need a good scanner so you get the best quality saved. Forget about using your phone for that.

Tiny Scanner for the phone but not for archiving photos.

GET A SCANNER!!!!! I cannot stress that highly enough! Either buy a good scanner or go to some place like Costco, Walmart or most office stores (Office Depot/Kinkos) that offer a digital conversion service. The quality will be far superior and you'll be able to do more with them (as far as printing and mounting options) than if you had taken a picture of them.

I've had good experiences with Tiny Scanner and it has phenomenal reviews. Scanned images can be saved in folders and/or shared to dropbox, Drive, email, etc. It scans to PDF though, so if you are only scanning pictures and nothing else might not be best for you. If you also want to scan documents at some point then I would highly recommend it.
