I don't... I prefer to refer personally as different people have different needs and I like to carefully select whom I refer when asked. Also don't want any issues that someone calls a business on my list, has a bad experience, and then blames me.
Resources for things like utilities, DMV, schools, etc. is a different issue... and they wouldn't link back to me in any event.

Yes to a resource page but to blog posts that share information or tools that helps buyers and sellers. One project now is expanding community pages beyond the generic area to specific town by town to showcase each. But subdomains or folders and the structure is delicate surgery. Maintain the helpful links to the state and local sites to have it all in one stop shop place. To get the UX high, you have to have helpful content easily navigated to keep them on your site!
