I don't believe these really clinch the deal if the price and terms aren't "there." And letters can be dicey... I know someone who was going through a very vitriolic divorce. When the house went on the market, one buyer sent a note saying how much they loved the home and could feel the love it in! The seller had a great laugh on that one... there hadn't been much love in that house for years! So the letter got attention, but maybe not in the way intended!
As for getting my buyers' offers noticed... I make sure they put their best foot forward right up front; I make sure the offer/contract paperwork is 100% complete and clean; I make sure to send the offer with my cover letter summarizing the terms of the offer and why they are good and why my clients should be seriously considered. All the other stuff is fluff.

That is a nice gesture by the buyer. I wonder if they would want them back if they were not picked? I try to tell my buyers make their best offer first. Eliminate or reduce contingencies. Get pre approved and include the letter. A better offer gets better results

I do my best to find out early on what the sellers are looking for in terms other than price. I try and establish a positive connection with the listing agent if I don't already know them and I provide a cover letter covering anything useful for the seller to know about my buyers, their strong qualifications and appreciation of the home. Maybe I'll try flowers the next time. :)

Agents are not sharing the letters sent by buyers (because they don't want their sellers making an emotional decision). So, all you have is the details of a strong Offer to stand upon.
As a listing agent, I would have had to really talk the wife out of falling in love with the flower-bearing buyer...unless, of course, the Offer was, indeed, the cleanest & best one!
